BioDr. Apathy is a diabolical mastermind with an extreme centrist libertarian agenda. He is well known for his periodical media dis-information campaigns aimed at media outlets with the ultimate goal of total chaos through mass media (if we aren't there already).
Many similar types have their sights on world domination. While the Doctor has considered this himself, he is not at the present time ready to be the sole party in a world domination scheme, although he would consider contributing his resources to a viable world domination scheme if certain "stabilizing factors" could be compromised or brought under control, and there was a position of power and prestige in it for him.
Dr. Apathy employs only competent henchmen, and advises other evil overlord types to do the same. He points out regularly that verbally abusing your henchmen is a terrible idea, and a great way to foil a nefarious plot. The evil doctor teaches classes on positive Henchmen Management and team building exercises at the Learning Annex.
